What is The Computer Driving Licence?

History

The Computer Driving Licence concept was first developed in Finland in 1994 by the Finnish Computer Society. The concept was then adopted and further developed by CEPIS, the Council of European Professional Informatics Societies. Representing over 150,000 experts in 29 computer societies across 17 European countries CEPIS encourages ICT literacy and promotes acceptance of professional standards for ICT professionals.

In April 1995 the Users Skills Task Force (established by CEPIS) investigated the feasibility of developing the Computer Driving Licence used in Finland as a pan-European skills test. This feasibility study resulted in the formation of the ECDL Foundation. Ireland was the location chosen for the Foundation headquarters.

The ECDL Foundation was set up to organise the introduction of the ECDL throughout Europe and to supervise its operation in the countries where the programme has been established. The ECDL Foundation issues licences to national licensees to use the ECDL concept and to establish programmes within their own countries. Within Europe, the national licensee must be a member of CEPIS.

In 1999 the International Computer Driving Licence (ICDL) was established. The syllabus of both the ICDL and the ECDL are the same.

ECDL/ICDL Syllabus V3

The long awaited version 3 of the ECDL/ICDL syllabus is now available. This syllabus will replace V1.5 over the next few months. It is anticipated that candidates and centres who have started, or plan to start, courses using V1.5 will continue to use that version. When the version 3 EQTB has been finalised, by October of this year, centres may move over to the new version as soon as they wish. New Centres (after October) should start with V3.
